The Natural Resources Department, Govt. of Tamil Nadu on July 23, 2026, issued the amendments to the Tamil Nadu Minor Mineral Concession Rules, 1959.
The amendment revises Appendix-II, Part A – “Rate of Seigniorage Fee” of the Rules. Under the category “Building and road construction materials/stones other than Granite”, the description of the minor mineral against Serial No. 1(a) is substituted to specifically include rough stones, weathered rough stone, khandas, boulders, size-reduced (broken and crushed) materials, metal jelly, ballast, millstone and hand chakais. A new Note 3 is also inserted, providing that where a mineral concession holder proposes to dispose of weathered rough stone from rough stone quarries, the mineral constituents must first be analysed by the Directorate of Geology and Mining laboratory. If high-value minerals attracting a higher seigniorage fee are found, the material must be disposed of in accordance with the relevant Act and Rules; where no higher-value mineral is detected, the weathered rock may be disposed of as weathered rough stone.
